Abstract

In the face of realistic dilemmas, we seek to coordinate the interests of all parties, harmonize contradictions, and promote the sustainable development of the region. Guided by the concept of "people-oriented" and the contradiction and coordination mode of "self-symbiosis" and "optimal balance", and with the goal of maximizing collective interests, we have built a land planning model of "defining land, clarifying interests, weighing demands and preliminaries". With the goal of maximizing collective interests, the decision-making path of ecological restoration planning in national land space is constructed by "defining the territory, clarifying the interests, weighing the needs, preliminary game, multi-dimensional assessment, and coordinating the contradictions". The "people-oriented" planning and decision-making method pays attention to the utilization and distribution of natural resources on the basis of the overall interests, and coordinates the conflicts of interests, thus providing objective, rational and operable theoretical support and value judgments for the implementation and landing of the ecological restoration planning of the national land space.
