The deepening of the aging of the Chinese population has led to a change in the model of old age care, and the status of community-based home care services has become increasingly prominent. This paper studies the actual development status of community-based home care services in Dalian, and finds that there are still many problems and deficiencies in the implementation of policies related to community-based home care services, and analyzes the reasons for these problems, finding that there are problems such as lack of synergy among the main bodies of policy implementation, insufficient quality of practitioners, and difficulty in supervision. A coordinated system of policy implementation should be constructed, highly feasible talent training policies should be formulated and implemented, and policy supervision should be strengthened, in order to improve the overall quality of the development of community-based elderly care services and promote the continuous development of China's elderly care industry.
