With the deep development of economic globalization and the significant increase of global immigration, the competition for talents in various countries become more and more intensely. The Exit-Entry administration in China is confronting new situations and challenges. Establishing High-Skilled Migration System in China, which is of positive significance in introducing the talents, playing the efficient role of international migration, as well as meeting the needs of Exit-Entry administration under new conditions.
