In China, a series of policies has been formulated to guide the sustainable development of smart agriculture. However, due to the high investment and low income characteristics of smart agriculture construction, most of them rely on financial subsidies at all levels. And agricultural operators generally are short of initiative in construction. Therefore, this paper conducts research on the management mode of the collaborative cooperation of smart agriculture and science technology in Beijing and Hebei, and proposes innovation management mode so as to achieve the goal of low investment and high income. It is also the basis for solving the problem of sustainable development of smart agriculture in Beijing and Hebei.
