Abstract

As one of the methods of national public financial expenditure, government procurement plays a role of macro-control and improving the efficiency of the use of procurement funds. The project involves a huge amount of money and has a pivotal impact on social and economic life. In line with the non-profit purpose of government procurement and the principle of open and fair competition, the market cannot tolerate the collusion behavior.
