The review article analyses more than 30 official papers on the program for the creation of a world–class financial centre in Russia, one of the directions of Russian state policy initiated in 2008, but the consequences of the implementation of which can be traced back to the present. The research methodology appeals to the theory of the new institutional economy, so priority is given to the role of public institutions that prepared these documents. Exclusively on the materials of official sources, the definition of the "World Financial Centre" is given, as well as its characteristics, including location, management bodies, program goals, program performance indicators, periodization and the role of individual statesmen in formulating and fulfilling the tasks of the program to create a world financial centre in Russia.
