The performance of livelihood expenditure undoubtedly plays a critical role in promoting equitable access to basic public services and improving social welfare. Evaluating livelihood expenditure under the synergy of big data empowerment and basic public service equalization enables governments to assess the effectiveness, efficiency, and fairness of public spending in real time. Therefore, it is of great significance to study strategies for designing evaluation methods that integrate advanced data technologies with equalization-oriented governance. In this paper, we examine strategies for evaluating livelihood expenditure performance through the lens of big data and public service equalization. We analyze and explain in detail the importance of synergy-based evaluation and the challenges encountered in accurately assessing expenditure performance. Based on this analysis, we propose several strategies for designing a comprehensive, data-driven, and equity-oriented evaluation method. The findings presented in this paper can provide practical guidance for improving expenditure performance evaluation in other public service domains.
