BRICs: from Norm-takers to Norm-makers in Climate Governance

Abstract

The issue of climate change has become an increasingly prominent global issue. Climate change is no longer a simple natural science problem caused by excessive emissions of greenhouse gases, but a political problem related to national interests. In order to maximize their respective interests, developed countries and developing countries, namely the North and South camps, have launched a complex and fierce political game over the issue of climate change. This article discusses that the role of the Europe Union has been weakened in the field of global climate governance, while the emerging economies represented by BRICS countries has gradually improved, from norm-makers to norm-makers.
