Since entering the 21st century, non-traditional crises have occurred frequently, such as: in 2008, an 8.0-magnitude earthquake occurred in Sichuan, China; in 2011, an earthquake measuring 8.9 on the Richter scale occurred in Japan; in terms of biological viruses, the emergence of SARS, Ebola, Coronavirus pandemic, etc., has tested people's ability to deal with major crises time and again. How to face this crisis has become an important agenda for national governance on a global scale. This leads to the discussion of the proposition of "state of emergency".
