This paper is written considering a particular situation where English is a second language and opportunities as well as educational resources for English learning are limited. With a aim to narrow down the most appropriate age for learners to begin English learning under such circumstances, this papers gives not only suggestions on the starting age of learning but also practical teaching instructions based on language learning theories and recent studies.
