Abstract

The construction of high quality higher education system is the basic requirement of realizing the modernization of Chinese higher education, and the high quality development of higher education is the core content of the education coordinated development strategy of Shuangcheng economic circle in Chengdu-Chongqing region, and also the key measure to enhance the comprehensive competitiveness of higher education in Chengdu-Chongqing region. The high-quality development of higher education in Shuangcheng economic circle in Chengdu-Chongqing region should also be based on efficiency and fairness, take into account co-governance and sharing, precision and energy efficiency, and form a logical framework of governance concept, governance elements, governance methods and governance mechanisms.
