Chinese higher education is gradually entering the stage of mass education from the stage of elite education. An important prerequisite for further maintaining the equity of higher education is ensuring the sufficiency of higher education fiscal expenditure. From the perspective of financial adequacy of higher education, this article explores the problem of the fiscal adequacy of higher education that it accounts a generally low percentage in national fiscal expenditure and GDP. Therefore, China should further increase the total amount of higher education financial expenditure and increase the adequacy ratio of it.
