The construction of civic morality is an important part of the soft power of urban culture, which can provide strong spiritual motivation for the promotion of the soft power of urban culture. To examine the construction and promotion of urban soft power from the perspective of ethics, it is necessary to strengthen the construction of civic morality and improve the moral quality of citizens. On the practical level, we should construct the moral system and moral concept suitable for the reality of the new era, inherit and carry forward the unique advantages of the excellent traditional Chinese ethical culture, and promote the moral education of citizens.
