With the increase of Marine development, Marine environment has suffered serious damage, Marine ecological compensation has became a popular means of environmental protection and restoration. However, as Marine ecological compensation funds are mainly allocated by government departments, it is easy to cause problems such as weak anti-risk and insufficient sustainability of Marine ecological compensation, which seriously hinder its actual development. Based on this, the concept of social capital is introduced and the PPP fund investment pattern is adopted to absorb social capital, enrich the diversity of Marine ecological compensation funds, improve its stability and reduce the financial pressure of government departments. This paper is of great significance for exploring feasible Marine ecological restoration paths.
