Since the 20 th National Congress of the Communist Party of China, the rural revitalization strategy has been comprehensively promoted, and Hubei Province has further deepened the achievements of rural revitalization with the comprehensive management of small watersheds as the starting point. Starting from the practical difficulties such as great pressure on water environment, fragmentation of planning and construction, insufficient integration of urban and rural development, and lack of effective integration of resources, this paper puts forward specific measures in five aspects : overall development planning, control of safety bottom line, determination of spatial pattern, promotion of green development, and formulation of action plan, so as to form the idea and context of comprehensive management of small watersheds.
