Abstract

"Project into village" is the realization of the project system in the governance of grassroots public services in China. Drawing on the analytical paradigm of historical institutionalism, the article explores the process and path of change and the logic of evolution of China's vertical intergovernmental relations in the process of project-based governance. The study finds that the status and importance of county governments have gradually risen in the transformation of projects into villages, and that counties will need to continue to improve their governance capacity in future governance changes, especially in coordinating local finances, project resources, and endogenous demand.
