Since its pilot implementation in Nanping City, Fujian Province in 1999, the Science and Technology Commissioner (STC) system has evolved into a cornerstone of China's rural revitalization strategy. By 2024, the system had mobilized nearly 1 million STCs, covering 93% of the nation's administrative villages and fostering a technology service network that extends to over 500 million rural residents. Drawing on empirical data from 2020 to 2024, this paper examines the STC system's role in driving technological innovation, industrial transformation, and digital governance in rural China. Key findings reveal that the system has directly contributed to a 51.2% increase in technology commercialization rates and a 62% rise in farmer incomes. However, challenges such as uneven regional development, institutional bottlenecks, and mismatches between service supply and demand persist. Through comparative analysis of Eastern and Western provinces, this study proposes policy recommendations to optimize the STC system's sustainability and scalability.
