As a critical component of China’s system for governance, emergency management system has been initially established with Chinese characteristics. The outbreak of COVID-19 is not only a challenging test of China’s system and capacity for governance, but also reflects the expectation of accelerating the modernization of the national emergency management. Therefore, this paper has built an AGIL model based on the work of Parsons to analyse system of modern emergency management from the perspective of structure, and discusses the corresponding functions and restricting factors of each subsystems.
