To further play the role of personnel file in high-level talent management, boost high-level talents in Chinese colleges and universities should play value, development of this research by several universities high-level talents for China's henan province personnel file management present situation analysis, from high-level personnel personnel file management research to individuation, combined with the survey data, literature review and related policies, This paper puts forward effective countermeasures and suggestions on how to make rational use of high-level talents with the help of personalized construction of personnel files of high-level talents in Chinese universities.
