In the Fifth Plenary Session of the 18th Central Committee, the 13th Five-Year Plan and the 14th Five-Year Plan, China has proposed the concept of green development, making it clear that the guiding concept of economic and social development is green development and the promotion of green development in order to promote the harmonious development of man and nature. Zhoukou City is rich in natural resources and has a deep material foundation for green development. In view of the problems of Zhoukou's green development, this paper improves the supporting policies related to green development from the current green development of Zhoukou, so that Zhoukou's green development can have perfect policy support, and establishes a sound green technology innovation mechanism and talent training management mechanism to ensure Zhoukou's green and high-quality development.
